There are several teams with undesirable contracts on their books they would like to get rid of. It’s well known in today’s NBA, in order to do so, a team must part with draft compensation. The value depends on how much money, and the amount of time that is left on the unwanted contract.
There aren’t many teams left that can absorb large bad contracts for cap space. With that said there are teams that would swap a bad contract and an asset for a player who provides more production. Contenders such as the Lakers, and the Washington fit that description.

How it helps the Hawks
The Atlanta Hawks would get more 1st round draft compensation while not taking on a contract any longer than Bazemore’s. This fits with the plan of building through the draft.
