The fact that the Atlanta Falcons are actively debating their current starter at quarterback, with Michael Penix Jr. unable to take one preseason snap, should serve as the team's answer. Tua Tagovailoa has been unable to hold onto a job where he was the only quarterback taking the field, with the Falcons begging the veteran to take control of the job. Tagovailoa's struggles and lack of ability to take advantage of this should serve as an answer as to what the team must do moving forward.
Even undrafted rookie Jack Strand makes more sense as a wildcard thrown into the lineup as opposed to simply rolling with Tagovailoa. A quarterback who cannot win a starting job when there hasn't been anyone else actively competing against him for much of the summer should push the Falcons to understand they are doing the franchise and its fanbase a clear disservice if they opt to move forward with Tagovailoa.
Issues with fumbling and poor decision-making were on display in the preseason and left little reason to believe the veteran is capable of turning the corner. The Falcons already have a roster with a myriad of questions and don't appear to be anywhere close to being a true contender in a crowded NFC.
With this in mind, there isn't anything to be gained by putting Tagovailoa on the field. Atlanta needs to evaluate its current younger options in hopes of finding a surprise answer and realizing that tanking this season is in their best interest if an answer doesn't emerge.

Atlanta owes it to a frustrated fanbase to stop pretending to contend and actually make the needed moves to give the team a chance at a brighter future. Not since 2017 have the Falcons had a winning season stuck in misery ever since. The Falcons are nearly a decade removed from having a productive season.
Much of this was due to poor roster decisions that doomed the end of the Matt Ryan era and led into the series of bad decisions at the quarterback position that have left Tagovailoa as a viable option. As much as it makes sense that the Falcons are unsure about the team's current options, the uncertainty serves as its own answer.
Tagovailoa being so unable to win a job where he wasn't competing against anyone of note leaves the Falcons with an obvious choice. The veteran doesn't appear to be a starting option any longer, with the Falcons not winning anything of note with Tagovailoa.
